The setting is in Character Configuration -> Control Settings then scroll all the way to the bottom and you should see Camera speed sliders. With a controller plugged in, the bottom of the list should say "Controller Configuration". I really don't know why they set it so high. The lower the number the more sensitive the analog stick will be. There is a sensitivity slider in the controls menu on the left side at the bottom, one for flight and another for driving. 'DeadArea 0.150000' or whichever you prefer. You'll notice to the side of the Prey page in your Library there's a "Links" list. To fix this, just go to 'C:\Users\YOURNAME\Documents\My Games\FINAL FANTASY XIV - A Realm Reborn' and open up 'FFXIV.cfg'.
